Can a British Citizen Buy Property in Madinah?

Ownership of property in Madinah is not a matter that can be left to daydreams and hypotheticals anymore. The reforms of Vision 2030 in Saudi Arabia have changed the image of real estate in Saudi Arabia to bring more international investors into the previously taboo opportunities. But this is Madinah, and it’s not always that simple to buy property here.

As a British national, you might be wondering: Is it even possible to buy property in Madinah? The short answer is yes, with the right approach and an understanding of Saudi Arabia’s changing legal, cultural, and zoning frameworks.

Legal Framework for British Buyers in Madinah

You must learn the law base that rules where, how, and under what terms outsiders may have or rent land in Madinah.

Saudi Arabia has taken big steps to bring in foreign money through its Vision 2030 plans, and one of the most strong changes has been the slow opening of its property market to non-Saudis. Since 2020, rules have grown to allow foreign ownership in many parts of the Kingdom. However, Madinah is different. Its spiritual status imposes extra boundaries that every international buyer must respect.

British nationals can buy property in Madinah but cannot own it directly within the Haram zone, a sacred area that measures 1.5 kilometers around Al-Masjid an-Nabawi. This restricted area is kept secure by law because it is important for religion, and the same rule goes for all outsiders, no matter where they come from. That said, British investors can legally buy property outside this zone. With the proper approvals from Saudi authorities, you can own residential, commercial, or hospitality real estate.

If your preferred location falls within the restricted area, all is not lost. Saudi Arabia gives 99-year lease deals in these areas, mostly for skilled outsiders who have a Premium Residency (Golden Visa). While this is not the same as owning property fully, these long-term leases give almost equal rights and protection͏s, including the right to pass on the lease to heirs or sell it, but only under some conditions.

It’s interesting to note that foreigners can now invest in Saudi companies that own property in Madinah and Mecca, with foreign ownership capped at 49%. This provides an alternative for British citizens looking for indirect exposure to these high-demand markets, without dealing with the complexities of direct property ownership.

In summary, British citizens can absolutely participate in Madinah’s real estate market, provided they respect zoning laws, secure the right residency status, and work through the appropriate legal channels.

Who Qualifies to Buy Property in Madinah?

It is not only the money that matters when buying property in Madinah as a British citizen, but also your legal status in the Kingdom. The Saudi government has set clear rules for foreigners to own or lease real estate, but mostly this depends on what kind of residency you have or if you can invest in Saudi Arabia in the long run.

1. Iqama Holders

British people working and living in Saudi Arabia on an Iqama (residency permit) get the easiest way to own property. As of 2025, Iqama holders can legally buy property across many parts of Saudi Arabia, including selected areas of Madinah outside the Haram zone.

The process typically includes:

  • Demonstrating legal employment and income within the Kingdom
  • Securing government approval for the intended purchase
  • Registering the property with official authorities (Ministry of Justice, REGA)

Iqama holders can also access local financing options through Saudi banks, which makes homeownership more accessible than for non-residents.

2. Premium Residency (Golden Visa)

If you don’t reside in Saudi Arabia full-time but still want to invest in Madinah, your best route is through the Premium Residency Program. Launched in 2019 and expanded in recent years, this “residency-by-investment” system offers foreign nationals the ability to live, work, and own property in the Kingdom independently, without needing a sponsor.

Two main options are available:

  • Permanent Residency (one-time fee of SAR 800,000)
  • Renewable Annual Residency (SAR 100,000 per year)

Holders of the Golden Visa are entitled to:

  • Buy property in eligible zones, including Madinah (outside the sacred area)
  • Sign long-term lease agreements within the restricted Haram zone (up to 99 years)
  • Invest in commercial, residential, and hospitality sectors
  • Sponsor family members and enjoy flexible business rights within the Kingdom

Golden Visa holders also benefit from streamlined approval processes for real estate transactions and may have easier access to property listings and off-market deals through Saudi-licensed brokers .
